Make a new layer and apply image. Go to Filter - Blur - Gausian Blur. Set the radius to 3px then hit ok. Set the layer to lighten. Now there are places that don’t look good of course. So erase those places.
Now make a contrast layer to give it more contrast.
Make a new layer and apply image. Sharpen this layer by going to Filter - Sharpen - Sharpen. Lower the opacity of this layer and erase the parts you don’t want sharp.
