Then brush with a splatter brush and brush on the bottom of you tag in black
Now make two new layers. Make sure you got the top layer selected and go to image - apply image. Then on the layer under the applied image. Brush with a splatter brush. Then on the top layer (applied image layer) go to layer - create clipping mask. Then just simply move the applied image layer until it looks good.
Do the same thing again. Lower the opacity of the layer under the applied image if needed.
