Now make two new layers. Make sure you got the top layer selected and go to image - apply image. Then on the layer under the applied image, brush with a splatter brush.
Then on the top layer (applied image layer) go to layer - create clipping mask. Then just move the applied image layer until it looks good.
Then make a new layer and simply take out a soft round brush and brush wherever you want. (use a colour from the sig). set this layer on soft light at 100% opacity
The make a new layer take out the smudge tool. Use the same splatter brush with the same setting as before. Then smudge in some places where you want set this layer on lighten at 78% opacity erase some parts if needed.
Now make a back and white gradient map and erase the parts over and focal point (girl). Then lower the opacity of this layer to 41%
